Following the Ukrainian president's statement, Russian President Putin agreed to hold talks with Ukraine

Russian President Vladimir Putin agreed to the talks after the Ukrainian president's offer to negotiate and readiness to negotiate neutrality.

According to the Kremlin, talks will take place in Minsk and Ukraine has been informed. Putin also called on the Belarussian president to hold talks in Minsk.

The Kremlin says Ukraine has proposed talks in Warsaw instead of Minsk. 

The Kremlin also said that Ukraine had installed missile systems in residential areas of major cities.

Earlier, Ukrainian President Zelensky had agreed to hold talks with Russia.

The Ukrainian president agreed to the talks, saying "come to the negotiating table" to prevent deaths.
